Delegate it was obviously for managers in days-gone-by but now-days just as often means 'refer to a colleague' who is selected because they are better qualified to do it anyway. Notice the subtle test that gets applied between 1 and 2 - it must be worth doing... Decide when means it is worthy of more time or more thought but in principle is should be done.
